Dear Students, Faculty, and Staff,

In 2023, we took the difficult but necessary step of implementing a policy regarding Personal Electric Vehicles (PEVs). This decision was rooted in our commitment to preserving the pedestrian character of our campus and, more importantly, protecting our community from the very real fire and collision hazards these vehicles present. At that time, we allowed for a narrow exception for e-bicycles, provided they were operated without electric assistance.

However, after continued observation and a thorough review of ongoing safety challenges, we must further refine our approach to ensure the well-being of every person who calls Notre Dame home.

Effective July 1, 2026, the University is amending its policy to prohibit the operation of all e-bicycles on the main campus.

To that end, please take note of the following policy updates:

• Prohibition of Operation: The operation of e-bicycles is now strictly prohibited on the University’s campus. This includes both electric assistance and manual pedal-propulsion. E-bicycles may not be ridden on any campus pathways, sidewalks, or roadways.
• Designated Parking and Storage: E-bicycles may only be parked at specific, pre-designated bike racks on the perimeter of campus identified by the University. You can find a map of these approved locations here: [Link to Map]. Parking e-bicycles at non-designated racks, railings, fences, or landscaped areas is prohibited, and subject to ticketing and confiscation.
• Building Restrictions: Consistent with our existing fire safety protocols, e-bicycles and their batteries remain strictly prohibited inside any University building. They may not be brought indoors for storage, charging, or safekeeping under any circumstances.
• Other PEVs: Please remember that all other PEVs, including e-scooters, e-skateboards, and hoverboards, remain fully prohibited from campus property and may not be parked at any campus bike racks.

We understand these changes may create some inconveniences, and we do not make these decisions lightly. However, we believe these steps are essential to ensuring our campus community remains safe for everyone.

In Notre Dame,

Chief Keri Kei Shibata
Associate Vice President for Campus Safety and Chief of Police
